What exactly launched in Ukraine
ChatGPT ads went from a US test to a global platform in less than a year. Ukraine joined in the October 21, 2026 expansion: according to dev.ua citing Reuters, OpenAI added 26 countries, bringing the total to 89 markets. OpenAI's Ads Manager Availability page lists Ukraine as Available, which means self-serve access is open.
One important detail: for self-serve access, the legal entity that advertises and is billed must be based in a listed country. For a Ukrainian business that means a sole proprietorship (FOP) or LLC registered in Ukraine, an ad account in USD and a card OpenAI can charge. The account country, currency and time zone cannot be changed after the account is created.

What ChatGPT ads look like
The ad appears below the ChatGPT answer, not inside it. After a response, a person sees one ad unit that may contain one or several images. The unit is labeled Sponsored, so it cannot be mistaken for advice from ChatGPT itself.
Through the ••• menu on the ad, a user can hide it, report it, see why they are shown this ad, or choose Ask ChatGPT to ask questions about the offer. By default ChatGPT cannot see the ads shown to a user until the user shares one in the chat. OpenAI is also testing a multi-image format during image generation that disappears once the image is ready.
- Advertiser name — the brand you set in Ads Manager.
- Favicon — your brand logo.
- Title — a short benefit or the name of the offer.
- Description — details that complement the title.
- Image: one image, or 4–6 square images in the multi-image format.
- Landing page the click leads to.

Who sees ChatGPT ads and who does not
Only adult users of the free ChatGPT plan and the Go plan see ads. Plus and Pro, as well as Business, Enterprise and Edu, stay ad-free. Accounts identified as belonging to people under 18, based on account age information or age prediction, are not shown ads. Temporary Chats have no ads either.
OpenAI does not place ads next to sensitive topics such as personal health, mental health and politics. Political advertising is not allowed in ChatGPT, and health and financial services can advertise only after strict eligibility checks. Free users can switch to an ads-free option, but they get fewer messages and lose access to some tools.
| Who or where | Are ads shown |
|---|---|
| ChatGPT Free, adult user | Yes |
| ChatGPT Go | Yes |
| Plus and Pro | No |
| Business, Enterprise, Edu | No |
| Users under 18 | No |
| Temporary Chat | No |
| Conversations about health, mental health, politics | No |

How ChatGPT decides which ad to show
The ads system runs separately from the language model. It considers the context and intent of the current conversation, your landing page, title and description, the countries and platforms you select, and the context hints you add at the ad group level. When a user has ad personalization turned on, select signals from their broader ChatGPT experience are added.
Context hints are not exact-match keywords as in Google Ads. They describe the topics, situations and questions where your offer is relevant. The system uses them as guidance but does not guarantee delivery in a specific conversation. When several ads are eligible, a relevance-weighted second-price auction picks the winner: both the bid and how useful the ad is in that conversation matter.
Advertisers never receive conversations, chat history, memories or personal details. Reports contain aggregated data only: impressions, clicks, spend, CTR, average CPC and CPM, and conversions if measurement is set up. So describing ChatGPT ads as reading people's chats is wrong: targeting works on conversation context, not on access to messages.

How much ChatGPT ads cost
There is no fixed rate card: the auction sets the price. You choose a campaign objective, and it determines what you pay for. The minimum daily budget for a USD ad account is $25 per campaign. A daily budget is an average over 7 days: on a single day the system may spend up to twice the daily budget, but no more than seven times it over the week.
For click campaigns OpenAI recommends starting with a maximum bid of $3–5 per click. Billing is postpaid: spend accrues and your card is charged when it reaches the payment threshold. New accounts usually start at $25, and the threshold grows automatically after successful payments. When you add a card, your bank may show a temporary authorization hold — that is not a charge.
A planning benchmark: one campaign at $25 per day is about $750 per month. Two directions mean roughly double. Agency work is billed separately: at UPLIFY the first month of setup and management costs UAH 10,000, then management starts at UAH 14,000 per month, and you pay the ad budget to OpenAI directly from your own card.
| Campaign objective | What you pay for | When to choose it |
|---|---|---|
| Views (CPM) | Per 1,000 impressions | Reach and awareness for a new brand |
| Clicks (CPC) | Per valid click | Starting out, while conversions are few or the pixel is new |
| Conversions, click billing (oCPC) | Per valid click, not per conversion | The pixel already records leads or orders and you want to control cost per click |
| Conversions, impression billing (oCPM) | Per 1,000 impressions, not per conversion | Views without a click matter too: view-through conversions count |

How ChatGPT ads differ from Google Ads and Meta
The three channels reach a person at different moments. On Google, the person is already searching for something specific, and the ad answers the query. On Meta, the person is scrolling, and the ad creates interest. In ChatGPT, the person is asking for advice: describing the task, constraints and budget, comparing options and often ready to choose.
That is why ChatGPT ads do not replace Google Ads or Meta; they add a new touchpoint. Test them as a separate campaign with its own budget and a clear action on the site: a lead, a call or an order. After 3–4 weeks you can see whether the channel brings leads at an acceptable cost compared with other sources.
| Channel | What the person does | What drives delivery | Strength |
|---|---|---|---|
| Google Search | Searches a query | Keywords and search terms | Existing demand |
| Meta Ads | Scrolls the feed | Interests, behavior, audiences | Demand creation and remarketing |
| ChatGPT Ads | Asks for advice and compares | Conversation context, context hints, country, platform | The moment of choice, after the person has described the task |
Who should test ChatGPT ads right now
Companies whose products people discuss before buying gain the most from an early start. While there are still few advertisers in Ukraine, the auction is less competitive, and you have time to set up measurement and collect data before competitors do.
Hold off if your budget is under $25 per day per campaign, your site has no form, cart or other measurable action, or you operate in a category with special restrictions. The channel is in beta and changes every month, so do not expect a guaranteed result in week one — expect data you can make a decision on.
- Online stores where buyers compare models, specs and prices.
- Services people ask about with which one to choose, how much it costs, who to hire.
- B2B and SaaS with a long evaluation and several alternatives.
- Companies already running Google Ads or Meta and looking for a new lead channel.
- Brands working on GEO visibility that want a paid placement next to the answer.
What we learned launching ChatGPT ads for ourselves
UPLIFY launched its own campaigns on October 23, 2026, two days after Ukraine opened. We went through the full client journey: the account, business verification for a Ukrainian sole proprietorship, the pixel on our site, click campaigns and a move to conversion optimization. Here are the details that announcements leave out but that affect a launch.
Early data from our campaigns (October 23–27, 2026, preliminary Ads Manager data, 4 campaigns at $25 per day): 6,325 impressions, 73 clicks, a 1.15% CTR, a $0.97 average cost per click and an $11.22 CPM. The actual cost per click came in 3–5 times below the $3–5 starting bid OpenAI recommends. To us, that signals low competition in the Ukrainian auction at launch. Conversion campaigns need more data, so we will judge cost per lead after a few weeks.
The main takeaway: the technical part takes longer than writing ads. Business verification, pixel events and billing must be ready before launch; otherwise a campaign looks active but does not deliver.
| Metric | UPLIFY, Oct 23–27, 2026 |
|---|---|
| Impressions | 6,325 |
| Clicks | 73 |
| CTR | 1.15% |
| Average CPC | $0.97 |
| Average CPM | $11.22 |
| Spend | $70.60 |
- New accounts can initially advertise only in their home country. Other countries open after verification and a certain amount of spend.
- The legal name in Ads Manager must match your documents: for a sole proprietorship, the owner's full name; for an LLC, the registered company name.
- If your site uses a Content-Security-Policy, allow OpenAI's domains for the pixel script and event requests, or conversions will not arrive.
- The pixel should respect the same cookie consent as your analytics: no consent, no tracking.
- The ad enhancements setting lets the system rewrite and translate copy and change images. We turned it off to keep ads exactly as approved.
- Create a click-billed conversion campaign from scratch: cloning an existing campaign into a conversion campaign gives you impression billing.
- If the automatic threshold charge fails, every campaign switches to Not serving. There is no retry button in Ads Manager; contacting OpenAI support is the way forward.

Where to start
ChatGPT ads in Ukraine are a new channel where competition is still low and people see the ad at the moment of choice. Start with one or two campaigns at $25 per day, install the pixel and compare cost per lead with Google Ads and Meta after 3–4 weeks. If you would rather skip the learning curve, UPLIFY sets up the account, pixel and campaigns end to end.
Questions about ChatGPT ads in Ukraine
Are ChatGPT ads available in Ukraine?
Yes. On October 21, 2026, OpenAI added Ukraine to the countries where ChatGPT ads run, and the Ads Manager Availability page lists Ukraine as Available. A business with a legal entity in Ukraine can create an account at ads.openai.com, complete business verification, add a card and launch campaigns on its own. Invoices are issued in US dollars.
How much do ChatGPT ads cost?
The auction sets the price, and the minimum daily budget for a USD account is $25 per campaign, about $750 per month. For click campaigns OpenAI recommends a starting bid of $3–5 per click. You pay for impressions or clicks even when a campaign optimizes for conversions. Agency work is separate: at UPLIFY the first month is UAH 10,000, then management starts at UAH 14,000.
Who will see my ads in ChatGPT?
Adult users of the free ChatGPT plan and the Go plan in the countries you select for the campaign. Plus, Pro, Business, Enterprise and Edu users do not see ads, and neither do people under 18 or Temporary Chats. Ads are also kept away from conversations about health, mental health and politics. You choose countries, cities and platforms in the campaign settings.
Do ads influence ChatGPT answers?
No. Under OpenAI's rules the ads system runs separately from the model, and advertisers cannot change, rank or shape answers. The ad appears below the answer and is labeled Sponsored. Advertisers see only aggregated impressions and clicks and never receive conversations, memories or personal data. Users can hide or report an ad and turn off ad personalization in their settings.
How are ChatGPT ads different from GEO?
Ads are a paid placement below the answer: you pay for impressions or clicks and get traffic while the campaign runs. GEO works on whether ChatGPT mentions your brand in the answer itself, through content, facts, technical groundwork and external mentions. The best results come from combining them: GEO builds trust, and ads add a guaranteed presence at the moment of choice.
